This study is to build up a conceptual framework between the heritage conservation and the formation of place characteristics through an analysis on the local action processes of local community leaders’ involvement in two communities in Madaw, Tainan and Longpo, Taipei. The methodology is participatory action research by the method of in-depth interview and a small group discussion to interpret how human society transfer natural environment to cultural landscape, local heritage and vernacular region heritage. At first, I review some theories and try to build up a draft conceptual relationship between environment, landscape and place characteristics. Moreover, I propose heritage value spectrum to define the diverse value of heritage. Second, I review some programs about heritage conservation to analyze local action processes in Madaw and Longpo.
