This study conducted a qualitative research by literature review, primary interview and depth interview to collect and analyze these data. Those who were interviewed are military officers, specialists of civilian movement, local representatives, media reporters and community residents (including the residents in the barracks). The aim was to understand the level of perception and satisfaction in public relationship. This research further explored the gain and loss and the factors of impact when promoting the public relationship.
