This research views the development potential of natural thermal springs as a group decision problem. First of all, the factors of the thermal spring development construction was built by using the Delphi method, which can be adjusted the factors elastically and objectively. Then, the estimative factors were applied the AHP on weighting calculations. This proposed method was used to assess the thermal spring development potential in Zhong-Lun, Jin-Lun and Szchhung River spring areas.
