This study explored the program development of the Junghe Community University.It tried to find out the current situation of program development of Junghe community university, the main elements of program development,and the difficulties ,It has encountered and how they are sloved. In this study, data collection was conducted through content analysis and interviews.Do domestic and foreign research papers as well as data from Junghe Community University were Totally 11 collected and analyzed interviewees were chosen from conduct in-depth interviews.The contents of interviews were analyzed and induced.Thus,different themes were gradually emerged.
