The goal of this research is to evaluate the local cultural policies that focus on “cultural-based” Tucheng city, Taipei county. As an out-of-towner, “new Tuchengese”, in order to realize current situations of local cultural activities and underlying structural problems, the researcher intends to systematically evaluate “cultural-based” policy making and implementation process.
