This research used the emergy analysis way built by Odum attempts to discourse the environment and development of Hsichin area which was damaged most heavily. The research attempts not only to build the ecological economic system in Hsichin area but also to evaluate the effects upon human and natural environments. According to the results we could build the Energy-based indicators to draw up land use alternatives to prevent from typhoons damages. The result of emergy analysis reveals negative influences on environment from development programs. Natural resources of Hsichin area are reducing because of needs for water, electricity, fuels, trashes and improper development programs for flood areas resulted from population growth.
