This study explores “Who builds Xizhi?” from the perspective of new urban political economy. It is a qualitative research, and uses secondary data analysis, participant observation, and deep interview methods to collect data. The power of state intervention and the economic consumption of market needs are employed to examine how the interactive relations of government functions, local political ecology, industrial policies, and the intervention of consortiums shape or construct the urban development of Xizhi now.
