It requires appropriate danger and risk distribution information in making the land use decision for seismic disaster mitigating planning. The main purpose of this article is undertaken a comparative seismic risk-benefit analysis using HAZ-Taiwan system according to a case study of Shih-Lin. Three earthquake scenarios simulation were undertook, the result illustrated that the new plan may cause the increasing of earthquake risk under the overall review is proposed. A risk-benefit model was also suggested in evaluating the marginal effects of land use types in the seismic cost and land use benefit. The finding provides a useful instrument in the earthquake disaster mitigation plan and strategy evaluation supporting.
