The thesis aimed at examining the relationship between the district government and cultural industrialization by reviewing papers about cultural activities held across the country as well as the world , exposing the process of ‘Shilin International Cultural Festival’ (questionnaires included), and interviewing the sponsors, foreign schools, and the third sector. Additionally, the author adds his own opinions based on his experience of being a chief of district government for many years. The thesis uses ‘Shilin International Cultural Festival’ as an individual case, endeavoring to establish a model which can be adopted by other related issues.
