The research of this thesis is divided into six chapters. In addition to acquiring academic basis from literature data, it has an in-depth study from practical aspect to propose the research and suggestions. It is believed to have assistance to the vital cases when Executive Yuan and Legislative Yuan modify local system during examination process and decide if Hsiang, Town and City governors are changed to be assigned by the government and if the organizations of Hsiang, Town City Representative Committees are abolished.
