The community planner system has been promoted in Taipei City for years. It is discovered from the past working experiences that community environment problems usually are not limited to spatial problems and could not be solved by single professional, and the solution of many community problems could not rely on single community planner. However, under current system and cognition, the meaning behind the team is usually ignored and results in the ambiguous role played by community planner. Only through the review and analysis of its execution experience could the community planner review and even correct in the epoch of transferring value and self identification under such environmental background. By the participant observation and the practical experience of researcher in the community planner team at WenShan District, this research will study the case of “Promotion Process of WenShan Civic Hall”. According to the concept of Sociology by Shiao-Tong, Fei (2003) and through practical observation and record to make conclusion, and in order to avoid subjective analysis on the data, the experiences of other community planners will be integrated through interview to collect and arrange the data.In the process of re-examining the social development in Taiwan, address of various community planning system in Taipei City and the relative relationship of community planner
