主要題名 地震災害發生時避難路徑選擇與其效能分析之研究--以台北市萬華區西藏路、西藏路125巷、萬大路、萬大路237巷所圍成之街廓為例

中文摘要 一旦發生大規模之地震災害,居民前往緊急避難據點途中之避難逃生速度及避難場所、避難路徑的選擇等都將對居民的避難行動產生莫大的安全影響。而在地震災後之避難與救災活動上,道路動線系統扮演著最重要之角色,如果在社區道路系統之功能無法正常發揮,更將直接影響避難與救災的成效。因此透過社區內居民避難路徑選擇之結果,除可因應地震災害之發生而分析其避難路徑之安全性,減少危害之發生,更可修正避難救災路線規劃,以降低路徑的衝突性。 本研究以都市中之窳陋社區環境及其居民為主體,研究範圍為台北市萬華區防災避難圈『B77』內之西藏路、西藏路125巷、萬大路、萬大路237巷所圍成之街廓。假設在發生地震與二次災害的前提下,探討社區居民逃生避難過程中,避難據點選擇之差異、避難路徑之選擇傾向及其路徑效能之分析。透過調查社區道路、騎樓及人行道之寬度、長度,並統計平日街道、騎樓、人行道之使用及佔用情形,以計算在地震災害發生時道路實際可供為居民避難逃生使用之有效面積。 透過本研究之調查分析與統計,可以得到以下結論: (一)在社區居民屬性方面:居民『教育程度』、『職業』、『社區參與程度』、『居住時間長短』的不同對於避難據點之選擇具有顯著之差異。 (二)在避難路徑選擇方面:居民對避難路線的考慮因素為道路的寬度、障礙物數量(路邊停車、攤販)、可能墜落物品(招牌、冷氣)的多少。而透過統計分析,可以得到以下結論。 1.直接通達開放空間與校園之道路使用率較高。 2.僅少數居民單純只使用社區巷道之之最短路徑進行避難行為,故路徑捷徑效應並不明顯。 3.避難方向分別朝向『青年公園』與『萬華國中』左右二方向,略呈中央發散型。道路間之人流的相互衝突性則較低。 4.居民逃生避難會造成西藏路125巷產生極大的人流聚集效應,震災時道路阻塞的可能性極大。 5.居民避難地點、路徑認知與實際進行逃生之行為有落差與衝突,可能在地震發生時因恐慌與其他因素而失去選擇避難據點、避難路徑之自主性,影響逃生安全。 (三)在避難據點選擇方面:居民選擇避難地點的原因為空曠的地方、路徑較熟悉、安全的場所。而選擇結果以『青年公園』為最多數。 (四)在路徑效能之評估方面:若不考慮道路各區段之個別使用率,則本社區居民可分得之道路平均有效使用面積明顯滿足於路徑效能之最高指標值。但在居民的使用選擇下,最終仍造成路徑效能之差異性。
英文摘要 Once a severe earthquake happened, fleeing speed, choice of shelter and evacuative route are crucial factors to the security and survival of the victims. Amount these three factors; evacuation route system plays the most important role for victims’ survival and to relieve the victims after the earthquake. If the function of the route system is unable to operate normally, it will influence the effect of taking refuge and to relieve the victims. Therefore, sound evaluation and planning of evacuative route can minimize the losses and damages. This project focuses on the environment and the resident lived in a deteriorated urban community, and the research area is besieged by Xizang road, 125 lane Xizang road, Wanda road, 237 lane Wanda road in the “B77” area of Wan-hua District, Taipei. The study and performance analysis of the choosing evacuation route and shelter was conducted on the premise that there is on-going earthquake. Through investigating the width and length of the community road, arcade and pavement, as well as counting up the occupied rate of those areas during ordinary days, the effective-area for evacuation during earthquake can be reckoned. There are some conclusions through the investigation, analysis and statistics of this research: (1)In resident’s attributes: The diversity of the resident's level of education, sort of career, degree of community participation and living period will make different choices of the shelter. (2)In choosing evacuation routes: The consideration to the choices of evacuation routes made by the resident are the width of road, the amount of the obstacle, such as: cars parked along the road, street venders, and object probably dropping from the high-rise, e.g. fascias, air conditioners. And through statistical analysis, we have come to the following conclusion. 1.The road directly leads to the opening space and campuses has higher utility rate. 2.Only few residents choose the lanes to evacuate, so the effect of shortcut effect is not obvious. 3.The evacuation routes split into two - right to “Youth Park” and left to“Wan-hua Junior Sigh School”, and the flow is similar to the dispersive type. The flow of people has less conflict. 4.The evacuation of residents will cause a huge conflux of people in the lane 125, Xizang road that will probably blocked up the path when the earthquake disaster. 5.There is a gap between the cognition of evacuation place, route and the actual behavior of evacuation. People’s fear and panic might influent their decision to choose rational evacuation route and refuge place. (3)In choosing the shelter: The factors of that evacuation place why the residents choose are whether it is a spacious space, a familiar route or a safe place. According to the study, "Youth Park" is majority’s choice. (4)In assessment of the efficiency of the route: If we don't consider the utility rate of every section in a road, a utility area obtained averagely by the sample of community residents content with the highest number of the route efficiency obviously.
