Accompanied by the evolvement of city into globalization, not only more informative and comfortable lives are created but also increasing additional loads on the living costs and negative impacts are generated. In general, a community with peaceful environment is attractive for people to move in so that it enhances the development of industry. Furthermore, according to the report “Globalization competitiveness” conducted by IMD, the ecological footprint (EF) for each Taiwanese in 1996 is 4.34 hectares, higher than the worldwide average (2.85 hectares). Taiwan is ranked 28 of 60 countries. Moreover, an estimate of EF calculated by Lee and Wu is approximately 4.956 hectares for each person in Taiwan, which is 1.07 times the EF in 1997. After correcting by the equivalent factor, the EF for each Taiwanese is 5.022 hectares. It indicates that the living and consumption patterns are unsatisfactory with the recovery of ecological environments in Taiwan.
