Since 1999，July，the Bureau of Civil Affairs of Taipei have been promoting the 「Neighborhood Park Remoding Plan 」which is part of the「Community Environmental Remodling Plan 」Retrospecting the past five years，many have been processed，yet the essential must be discussed thoroughly .This essay discusses the 「Neighborhood Park Remodling Plan 」of the Zhong-shan District . Through document reviewing ，interviewing and individual case study ，we see about the interactions between public officials ，specialists and citizens . How it is processed，the progresses that have been made ，and the ways that might be useful are also revealed in this essay.
This remodling plan unlike，traditionally is instead of the public office or specialists. Many problems have been found during this「down to up」proceeding，including：low budget from the old fakes too much time ,the professional ability of the public office is never neglect able ,the designing from specialists sometimes comes out in a similar pattern which then doesn’t match the rebuilding goal, lack of motivation caused by low budget ,community activities many be held yet finding experiences quiet hard passing on ,political stand affecting the cooperation between neighbors ,problems of subsequent management. |
