This study is to examine both theoretical and practical characters of public- private partnership (PPP). By three cases study, private enterprise provides community center freely to local government in exchange the rights of land development. Although public and private sector have different interests and concerns, but through PPP, they may build consensus and fulfill each other’s need. This study tried to summery key factors of PPP by document analysis, than observed how these factors interacted in practical situation and finally, the author will bring the implementation strategies of PPP in Taiwan. |
