The Community Planners System has been promoted by the Taipei city government since 1999. The system was initiated by the mayor A-bian with the concept of “citizen participation” and to encourage the professionals to serve neighborhood by mobilizing people to take care and plan for the environment.The experience of Taipei is different from those in the English, American, and Japan. This paper tries to examine the process and outcome of the system in Taipei.
This article identifies an unbalanced relations and conflict among People, Planners, and the government based on our observations and interviews in the Chung-Shan district. Possible directions to solve the problems, and the redefinition of the Community Planners are also proposed. |
