The environmental management of government-developed industrial parks maintains the traditional method depending on codes to ask the minimum standard of environmental quality. Individual factory declare its responsibility and attitude of environment through ISO 14000. For a long time, the lack of voluntary environmental management at community level cause in the difficulty of improving environment. Firstly, this research analyzes the environment management structure of government-developed industry parks and reviews its problems. Secondly, in the case of Wu-Ku Industry Park, with the concepts of sustainable development and community empowerment, exploring the environment issues and evaluating the potential of voluntary environmental management through the elements including "organization", "leadership", "knowledge", "volunteer" and "funding". They are the basis of the mechanism for voluntary environmental management. In Wu-Ku Industry Park, there are two types of factory buildings. One is self-built factory and the other is standard factory. According to the research, different factory buildings have different environment problems. The standard factories are dissatisfied with the internal public space. Except the governmental management organization, the two style factories both support their grassroots organizations. In the viewpoint of organization, to complete the functions of organizations and to strengthen the identity of community are the important issues in the future.
