This study is based on the ethos that citizens are the leading figure in the city, and the actor in economical, cultural and educational affairs. According to the above ethos, we find that very little papers about citizen participation during urban planning Procedure after reading interrelated dissertations and articles. By three ways of analyzing documents about citizen participation and interest groups, analyzing the actual state of urban planning, and analyzing the opinions of citizens in Nan-Kang area of Taipei city, we question citizen participation in each urban planning phase, and the essential effect of citizen’s rights. And besides, we retrace the articles and theory about citizen participation and interest groups, and use the view of citizen’s communication and organization to advert the suggestions that how to heighten citizen’s ability of engaging public affairs.
In plan hierarchy, we choose the local hierarchy. The local hierarchy is Taipei city’s urban planning, and the planning range is overall review of master urban planning, and the visited citizens are living in the planning range.
